Can I hide a payment method when a specific delivery method is chosen? (Essential Checkout app)

No. Payment rules can't use the delivery method the customer selects as a condition, because Shopify doesn't pass that choice to payment rules.

Payment rules can use other conditions, such as the cart total or customer tags. See Building Conditions (the "when") on Essential Checkout.
